COMMUNIQUE

The maiden National Conference of the Renewable Energy and Energy Efficiency Associations (REEEA)-Alliance took place from March 1st to 2nd 2022 at Sheraton Hotels Abuja. The Conference has the theme: “Optimizing opportunities in the Energy Transition Value Chain”

The two-day event attracted dignitaries such as Nigeria’s Minister of Power, Engr Abubakar Aliyu, Deputy Ambassador of Germany Martin Huth, Duke Benjamin, Head of Programme, Nigeria Energy Support Programme(NESP), Mr. Christian Moenke Project Manager, BSW Solar. Also in attendance are Dr Emma Fitzgerald, Independent NED SEPLAT Energy and Expert Adviser to the World Economic Forum (WEF), MS Gina Elisa Lagunes Diaz, Head of the German-Nigerian Hydrogen Office, amongst others. Also in attendance are heads of the critical Ministries, Department, Agencies(MDAs) such as Mr. Ahmad Salihijo Ahmad, MD Rural Electrification Agency(REA); Dr Nnaemeka Ewelukwa, MD/CEO Nigeria Bulk Electricity Trading (NBET) and Engr. Tukur Aliyu MD Nigerian Electricity Management Services Agency (NEMSA), The Honourable Minister of State Power Hon. Goddy Jedy-Agba and DG, Energy Commission of Nigeria(ECN), Prof Eli Jidere Bala were ably represented.   Private sector practitioners, academic, the civil society organization and media, diplomatic corps, development partners, among other numerous participants.

This maiden National Conference had six (6) Plenary Sessions and six breakout sessions format with Panelists drawn among delegates.

Amongst topical issues discussed at the plenary sessions include but not limited to the following: Mobilizing Investments for Clean Energy; The Green Hydrogen Initiative; Energy Transition: Policy Implementation for renewable energy and energy efficiency resources; Energy Transition: Organizational Perspective; Investment Opportunities in the Energy Transition Value Chain; The Role of Youth and Gender in the Energy Transition; Emergence of Indigenous PV manufacturing –Market Dynamics and Mechanisms, The Role of Research for Technological Development of the Renewable Energy Sector; Market Activation for Affordable Renewable Energy and Energy Efficiency Solutions-Prospects and Opportunities,    amongst others.

 At the end of the two-day Conference, delegates resolved as follows:

1. To support Nigeria Energy Transition Plan as presented by President Muhammadu Buhari during November 2021 Climate Change Conference (COP 26) in Glasgow UK;
2. That Nigeria can attain the Net Zero Carbon Emission Pathway by 2060 through more use of gas and solar energy power supply, enhanced penetration of Liquefied Petroleum Gas for cooking in the households and services, through laying a solid foundation for Electric Vehicles (EVs) and Compressed Natural Gas conversion in the transport sector;
3. That most of the fossil fuels (petroleum products) should go to industries as raw materials;
4. We commend the passage into law The Nigeria Climate Change Framework Bill (2021). This piece of legislation will serve as catalyst in our match towards zero emission pathways;
5. That renewable energy and energy efficient sources remain a key input in Nigeria’s energy transition;
6. That I should key into the emerging green hydrogen sources and its attendant value chain opportunities;
7. That the youth and women should play a prominent role in the energy transition movement. This should be harnessed through funding, capacity development and awareness creation amongst them;
8. That the 2015 REEEP should be reviewed and updated to be in line with the present reality;
9. We commend the Federal Government for the zeal shown at ensuring that renewable and energy efficient sources of energy are mainstreamed as investment with private sector participation;
10. That there should clear and result oriented pathways in meeting up with the Nigeria’s revised Nationally Determined Contributions (NDCs). This document is key to the realization of Nigeria’s zero emission pathways;
11. There should clear cut roles and responsibilities amongst all
12. energy regulatory and implementing agencies in Nigeria’s energy transition drive in particular, and zero emission pathways in general. There should be much focus from government on the creation of synergies amongst MDAs in the energy sector;
13. Request the Federal Government to constitute a team to study and align all the policy laws and regulations relating to climate change and renewable energy.
14. That all the MDAs should not relent in their core mandate of driving the energy transition;
15. That science, research and innovation remain the key to the development of knowledge incubation in the energy transition space;
16. That the emergence of indigenous PV manufacturing plants in Nigeria will contribute towards boosting the renewable and energy efficiency markets, job creation, and sustainable development of the country;
17. That the market activation of affordable renewable energy and energy efficient solutions will enhance access to these solutions amongst the populace, rural and urban;
18. We commend the partners, NESP, GIZ, BMZ and Associations in the Alliance and the funders for a successful conduct of this event;
19. That the Delegates resolve to support the government in her drive towards energy transition, while advising the government to provide the enabling environment for private sector participation. While the civil society and the media should be up and doing in disseminating clear information and strong oversight in the implementation of Nigeria’s energy transition plan;
20. Need to have adequate local funding for Renewable Energy in Nigeria.

‘REEEA Alliance’ organizes maiden National Conference on Renewable Energy and Energy Efficiency in Nigeria

The Renewable Energy and Energy Efficiency Associations Alliance (REEEA-Alliance) was established in 2021 as an outcome of Nigerian Energy Support Programme (NESP II), a technical assistance programme co-funded by the European Union and the German Government and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with the Federal Ministry of Power, Nigeria. REEEA-A’s aim is to

promote and strengthen renewable energy and energy efficient (RE/EE) technologies as well as innovation for sustainable development of Nigeria and beyond. Also partnering with the REEEA-Alliance is the German Solar Industry Association, BSW-Solar based in Berlin. This is fostered through a program run by the German Federal Ministry of Economic Development and Cooperation (BMZ) which focuses on partnership projects. Thus, the REEEA-Alliance prides itself as the foremost alliance of local professional Associations to promote the markets

of renewable energies and energy efficiency in Nigeria.

The following Associations, listed alphabetically, are current members of the REEEA-Alliance: Association of Energy Engineers of Nigeria (AEE), Crenstar for Renewable Energy Initiative (CREN), Renewable Energy Association of Nigeria (REAN), Renewable and Alternative Energy Society of Nigeria (RAESON), Sustainable Energy Practitioners Association of Nigeria (SEPAN), Solar Energy Society of Nigeria (SESN), and Women in Renewable Energy Association (WIREA).

Given that Nigeria’s current energy poverty and access is still continuing to deteriorate, the center piece of the REEEA Alliance’s strategy focuses on bridging the capacity gaps regarding knowledge, technology and innovation in the RE/EE sector in Nigeria and thus, supports the Nigerian Government’s vision of inclusive growth and prosperity

The REEEA Alliance has a Board of Trustees (BOT) with Professor Abubarkar Sani Sambo as Chairperson; and a Steering Committee in charge of the day to day running of the Alliance with Barrister Imamuddeen Talba as Chairperson. The Alliance’s current strategic plan has five priority areas namely Energy; Climate Action; Inclusion; Infrastructure, Welfare & Corporate Social Responsibility (CSR); and REEEAA’s Internal Growth; with the following

specific interventions: Training, Sensitization & Capacity Building; Consultancy Services; Trade & Market Development; Network & Information Exchange; Research; and Interest Representation/Advocacy. These interventions are aimed to contribute towards clean and reliable energy access and poverty alleviation thus, ultimately contributing to Nigeria’s vision to support and promote the growth of RE/EE technologies and practices.

In furtherance of its mandate, and in line with Nigeria’s National Development Plan 2021- 2025; REEEA-A is organizing a two-day national conference during 1-2 March 2022 (9.00 am – 6.00 pm daily) with the Theme: “Optimizing Opportunities in the Energy Transition Value Chain”, at Sheraton Hotel and Towers, Abuja, Nigeria. This is to push to the front, REEEAA’s concerns about Climate Change and the Green Economy; in support of the global efforts to address the risks inherent in climate change and the imperatives of renewable energy driven by the Paris Agreement, as further reemphasized at the last COP26 in Glasgow, UK. Like other developing countries, Nigeria remains committed to a net-zero future, especially given our vulnerability to the adverse effects; and REEEAA is an integral partner in promoting the solutions to these challenges. Already, a Conference

Planning/Organizing Committee has been set up under the chairpersonship of Professor Magnus Onuoha, Vice Chairman of REEEA-A’s Steering Committee.

The 2022 REEEA-A national conference shall:

1. bring to the front burner, the emerging issues of energy transition and optimizing the opportunities arising therefrom;

1. represent Nigeria’s largest gathering of policy makers, researchers, manufacturers, investors, and consumers in the renewable energy and energy efficient sector. Over 10,000 participants are expected to attend through physical or virtual participation; and

iii. be an opportunity for RE/EE stakeholders, sponsors and exhibitors to explore linkages and collaboration with the Nigerian government and her relevant agencies towards promoting clean and affordable energy so as to end energy poverty in the country.

The 2022 REEEA-A national conference shall feature plenary sessions, breakouts, panelists, exhibitions, keynote speeches, papers presentations, opportunities to make new friends and reconnect with old ones; featuring of profiles of MDAs and Companies in the conference programme book and REEEAA website; ministerial tour of exhibitions, goodwill messages; and produce a communiqué.

Issues to be discussed during during the conference include Policy implementation for Renewable Energy and Energy Efficiency sources in Nigeria; Climate Change Act and Renewable Energy and Energy Efficient investment opportunities; Youth and Energy Transition – Unlocking Opportunities; Financing Nigeria’s Energy Transition beyond 2030; Role of Gender in Achieving Energy Transition; and more.

The Conference shall be declared open by the Honourable Minister of Power Engr. Abubakar Aliyu who shall also deliver the keynote speech. Other very important dignitaries expected to address the conference include Hon. Minister of State for Environment Chief Mrs Sharon Ikeazor; H.E. Prof Akinwunmi Adeshina, President, African Development Bank (AfDB); Chairperson, Senate Committee on Power; Chairperson, House Committee on Power;

Benjamin Duke, Head of Program, NESP; David Wedepohl, CEO, BSW Solar; European Union; German Embassy and President, African Renewable Energy Association.

We look forward to support and participation of all stakeholders in RE/EE in this conference, which promises to be a landmark/milestone support for Nigeria’s intention to ramp up and leverage renewable energy to reduce the number of residents without access to electricity, especially in rural areas not currently connected to the grid; and achieve 15 percent reduction in the number of the population without access to electricity by 2025.
